CS 1.6 low FPS in Win 8.1 Pro

I have Win 8.1 Pro and I can't play CS 1.6 on it properly because it runs on 10-17 Fps. Its too laggy. I can't enjoy that game on win 8.1.

By the way here is my PC configuration.

OS: Windows 8.1 (x64bit)
Processor: Core i5 4590 @3.30 Ghz

RAM: 8 gb ddr3

PS: I have cs 1.6 with patch 21
Game installer installs patched game.

open console write fps_max 101 .. and change vertical sync settings from ur card to off .. plz search google for it u will find steps..

Can't find option to disable v-sync of Intel HD graphics card or might be it is not available yet (see this link => https://communities.intel.com/thread/26526)
Is there any way to disable v-sync of CS 1.6 itself. I tried gl_vsync 0 but it appears that this option is not available in my CS 1.6.
fpx_max 101 is already set but no result.

i have a new laptop with windows 8 and i get 100 fps, look your hardware from pc properties and see you have another graphic card or no... with nivida graphic ccard too easy, i guess also easy with ATI but i dont know how, you set game for nvida card, thats all

Check your Windows 8 service pack, I mean is it 8.1 or simply 8? Before updating to windows 8.1 I was playing C.S 1.6 with 100fps.
I know I have stock Intel graphics card which came with the processor because I bought that pc myself

Finally I am able to play Counter-Strike 1.6 with 100 fps on win 8.1. I downloaded cs setup from website named as "Warzone" (just google "Cs warzone" and you will get the required site essily) and now I can play game

Hello to all,
Just to inform about the solution for those guys who are getting low FPS in Win 8 and 10.
I have finally able to solve this problem by setting "Renderer" option (Option=>Video=>Renderer) to "OpenGL"
Kindly note that I don't have any separate graphics cards.
