Like Shyber said; GTA4 is one of those games that just doesn't work cross system on an SDTV (a regular TV). If you have an HDTV with an HDMI or a Composite or something it should work perfectly.
As a rule, the PS3 is totally region free; true for all games. But some games have the PAL/NTSC problem on Standard TVs and that is due to the display more than anything else.
Are you using an HDTV/LCD or SDTV?

Yes it will work. All PS3 games are region free. However, you may face some problems if you have a CRT TV.
